I saw this little electric bike/trike/car in Cayucos, California. I don't know if it is a one off or a vehicle manufactured by a company either with a sense of humor or without one. It only holds one person. The driver would be protected from the rain and wind . I don't think the thing has a heater but it does have a windshield wiper.
